How to disable tax for your home country
The Easy Digital Downloads EU VAT plugin automatically sets the current tax rate for all EU countries plus the UK.
Some stores are not required to charge tax to customers who are based in their own home country because their revenue is below the registration threshold. If you are not required to charge tax to customers in your store's home country then you can disable it by going to Downloads → Settings → Taxes → Rates and setting the rate to 0%.
